1. Ich kann Ihnen/dir/ jedem nur raten, Kinder zu bekommen = I can only advise everyone to have children.
2. Ich kann Ihnen/dir  nur den Rat geben, zu+inf    = I can only give you the advice
3. Man sollte/kann darauf achten,zu+inf      = One should / can be careful
4. Man sollte nicht überbewerten = You should not overestimate
